What is the Educational Partnerships Program (EPP)?
The Educational Partnerships Program, or EPP, is a statewide program
that provides opportunities for healthcare professionals in training the
opportunity for rotations in a carceral setting within the California
Correctional Health Care Services (CCHCS). EPP collaborates with
dozens of Educational Partners to offer rare access and insight into
providing healthcare for California’s justice-involved population.
What type of trainees or learners can do rotations?
EPP provides clinical rotation opportunities for various types of learners,
including but not limited to fellows, residents, medical students, Nurse
Practitioner students, Physician Assistant students, dietary interns,
pharmacy interns, and Masters of Public Health students.
Do we need a contract or Affiliation Agreement to participate in EPP?
Yes, a no cost contract or Affiliation Agreement between CCHCS and the
Educational Partner is required before learners can start their rotation.

Educational Partners
Our contract/affiliation agreement with EPP is expiring soon.
What is the process to renew?
EPP regularly reviews our active contracts to identify any soon-to-be
expiring agreements and will reach out to our identified contacts
roughly nine months prior to contract expiration. However, Educational
Partners can reach out to EPP at EPP@cdcr.ca.gov sooner than nine
months prior to expiration if they would like to initiate the renewal process.
Please keep in mind that if the contract is not renewed prior to the
expiration date, any learners scheduled to rotate after the expiration
date may have their rotations shortened or canceled.
How long does it take to renew the agreement?
Once EPP has received the appropriate documentation from an
Educational Partner, it can take on average three to four months before
the contract is renewed.
If a learner cancels their rotation, who should they contact?
If a learner needs to cancel their scheduled EPP rotation, they should
contact EPP at EPPOnboarding@cdcr.ca.gov as soon as possible.
EPP will then notify the Active Teaching Site (ATS) of the
cancellation and release the rotation spot to another interested
learner.
Does EPP provide accommodations for learners who want to do
away rotations?
No, EPP does not arrange for or provide accommodations for learners.
How soon before a rotation begins should I request
the rotation?
All rotation requests must be received no later than 60 days prior to the
proposed rotation start date.
Many Educational Partners submit rotation requests at the beginning
of the academic year, and EPP will work with our Educational Partners
to accommodate requests.
How soon do I have to submit my learner’s onboarding documents?
All onboarding documents (Learner Handbook) must be submitted no
later than 45 days prior to the rotation start date.
If the documentation is not submitted timely, EPP cannot guarantee
the learner will be gate-cleared or provisioned in time for their rotation
start date.
Do learners have to do anything before their rotation starts?
All learners must complete training through CCHCS’s Learning
Management System (LMS) prior to their rotation start date.
Complete provisioning of the learner is contingent upon the LMS
training being completed.
Our contract only allows for one type of learner. What if we want
to add an additional learner type to the contract?
Please reach out to EPP to inquire about how additional learner types can
be added to an existing contract.
EPP may be able to amend the current contract to add the learner type.
Can we arrange to have a presentation on Healthcare for
Justice-Involved Individuals at our organization?
Yes, EPP can help arrange for a CCHCS clinician to give a presentation
on Healthcare for Justice-Involved Individuals at your school or residency
program.
Would EPP be willing to attend recruitment events or job fairs?
Yes, EPP welcomes the opportunity to engage with residents potentially
interested in a career with CCHCS through career/job fairs, panels, or
other forums as deemed appropriate.
One of my learners needs to adjust their rotation schedule,
can I reach out to the institution they are scheduled to rotate at
directly to make that change?
Any changes to learner schedules are to be made through EPP’s
Onboarding Coordinators at EPPOnboarding@cdcr.ca.gov.
The EPP Onboarding coordinators are responsible for scheduling all
rotations, coordinating gate clearance and ensuring all learners are
provisioned prior to their rotation start date.
Contacting the institution directly and not notifying EPP Onboarding
coordinators may lead to the learner not being provisioned or gate
cleared in time for their rotation start date.

An Active Teaching Site (ATS) is a CCHCS institution that has been
designated by EPP to accept learners for rotations.
What if my school does not have an agreement with CCHCS?
If your school does not have an active affiliate agreement with CCHCS,
please have your school’s representatives reach out to EPP
at EPP@cdcr.ca.gov to start the affiliation agreement process.
EPP staff will then schedule an initial meeting with your school’s
representatives to discuss the affiliation agreement process
and coordinate efforts.
Will I be placed at an institution, or will I be able to choose which
institution I can rotate at?
EPP will work with your school’s rotation coordinator to accommodate
each learner’s preferred rotation date and location.
Please note that each ATS has identified their own site capacity (the total
number of learners it can accommodate per month). Depending on interest
from other learners, EPP may not be able to accommodate each request
exactly. EPP recommends that learners select a backup ATS in the event
the preferred institution cannot be accommodated.
Do I work directly with EPP to schedule my rotation?
EPP works with designated educational partner representatives, who will
coordinate learner rotations, in conjunction with EPP.
My school is not based in California, can I still conduct
a rotation through EPP?
Yes, EPP allows out-of-state learners to conduct in-person rotations at our
institutions.
Are telemedicine rotations available through EPP?
While we encourage our learners to conduct onsite rotations to get the
full experience, there are opportunities for Telemedicine rotations from
one of three regional offices.
When working with your school representatives to request a rotation
through EPP, please let them know you are interested in Telemedicine
rotation options.
Can I complete more than one rotation?
Yes, it is not uncommon for learners to want to return for subsequent
rotations after having positive experiences during an initial clinical
rotation.
I currently work for CCHCS and would like to conduct a
rotation through my school, am I able to do so?
EPP does allow learners who are currently employed by CCHCS/CDCR
to conduct clinical rotations if they are currently enrolled in a contracted
educational program. EPP staff will work with you, your manager, and
the selected ATS to ensure there is no conflict between your work hours
and the time spent onsite as a learner.
