Receiver To Sign Notice To Proceed To Plan $2.5 Billion Of Facilities

SACRAMENTO (July 10, 2008) — Federal Receiver J. Clark Kelso will sign a “Notice to Proceed” for the first phase of his total $7 Billion construction program. The first phase, valued at $2.5 Billion, will include the design of prototype prison health care facilities and the beginning construction of the first three sites. In all, Kelso’s court-approved “Turn Around Plan of Action,” calls for a total of seven facilities to be built in order to bring the State of California’s prison health care services into constitutional compliance.

The signing will occur at a press conference at the offices of URS-Bovis Joint-Venture, 2400 Del Paso Rd. Ste 255 in Sacramento at 10:30am on Thursday, July 10, 2008. Mr. Kelso says: “No one should doubt our resolve or firmness of purpose. The State of California must comply with constitutional standards to provide prisoners medical care. This is the best and least expensive way to accomplish this goal.”

Following the signing, the program management firm URS-Bovis Joint Venture, which was hired by the Receiver to manage the program, will announce the firms selected for the 1st phase of design and construction. The three firms chosen will then begin what’s called a “Co-opetition,” a collaborative yet competitive effort to design the prototype of the facility and win future construction contracts. “This collaborative, competition allows us to hire the Architects and Contractors early in
the design process to provide a higher level of innovation and coordination. This will improve our ability to deliver cost effective facilities as soon as possible and help us avoid problems that can lead to lawsuits and delays which in turn, typically drive up construction costs,” says URS-Bovis Program Director Bill Proctor
